MCH Speciality Manager

<strong>Vacancy Number: MSIE/VAC/022/15</strong><br />&nbsp;<br /><strong>Overall Responsibility</strong><br />_____________________________________________________________________<br />Working with and reporting to the Area Office Manager, the MCH specialty center Manager is responsible for planning, organizing, directing, controlling and coordinating the activities of the specialty center. &nbsp;S/he ensures the effective and efficient delivery of clinical services of the center and is also responsible to supervise, lead and motivate the specialty center staff. Coordinate and supervise the work and activities of doctors, nurses, pharmacists and other technical/ paramedical staff of the center;<br />&nbsp;<br /><strong>Specific Responsibilities</strong><br /><br />1.) <strong>Strategy and Planning:</strong><ul><li>Contributing towards MSI Ethiopia&rsquo;s strategy and future programme direction, with particular focus on driving MSI Ethiopia towards programme sustainability and increasing access to maternal and child health services including family planning and SRH services in Ethiopia through proper clinical services</li><li>Actively participate in MSI Ethiopia&rsquo;s Area office Management Team and manage quarterly performance reviews.</li><li>Contributing to annual business plans and facilitating the business planning process (service target setting and activity planning in MSIE-Clinics)</li><li>Prepares clinical services annual targets and when approved, ensures their implementation.</li></ul><strong>2) Team Leadership </strong> <ul><li>Provide overall leadership and direction to the specialty center team in ensuring the achievement of MSI Ethiopia&rsquo;s mission and strategic objectives as well as targets of the center.&nbsp;</li><li>Coordinates the different clinic units (OPD, OR, Lab.) and is responsible for the organization, deployment, supervision and conduct Mid-year performance review of center staff in accordance with MSIE Performance management policy.</li><li>Sets up effective communication system within the center and other units of MSIE program, technical and operational teams.</li><li>Establish the priorities and focus of the medical and non-medical team and ensure proper coordination</li><li>Build Customer relation management skills of all Centre&nbsp; team</li><li>Coordinate with MSIE Support office quality and Training Team and Area Office Team to Monitor and evaluate clinical services provided by the medical team and control the quality.</li><li>Developing strong business and management capacity amongst the team</li><li>Motivate, coach, train and continuously set and reviewing performance targets for the direct report team.</li><li>Ensuring all human resource issues for the Centre team is handled according to MSIE human resource manual and procedures.</li><li>Assess medical staff and other Centre staffs training needs and arrange training in consultation with the Area manager.</li><li>Supervise the correct usage of the clinical cards and medical monitoring tools;</li><li>Conducting annual performance appraisals for the Centre team.</li></ul><strong>3) Customer Relations Management and Partnership </strong> <ul><li>Ensures that the centre teams maintain efficient delivery of client care and the confidentiality of all cases, in accordance with accepted standard medical practices and MSIE professional code of conduct.</li><li>Decides on clients eligible for subsidized / free services, as per the organization&#39;s standing regulations.</li><li>Ensures that clients&#39; cards and other records are up-to-date, orderly, properly filed and readily retrievable for reference and inspection.</li><li>Prepares and submits work programmes and periodic reports of the center.</li><li>Liaises, as appropriate with government and non-governmental agencies to promote MSIE&#39;s interest and strengthening partnership with local government.</li></ul><strong>4) Resource Management</strong> <ul><li>Is responsible for the acquisition of drugs / contraceptives and other supplies, ensures their proper receipt, storage, safe keep, issuance and regular replenishment by pre-establishing re-order level.</li><li>Approves supplies&#39; requests and issuance and authorizes financial payments for purchase of goods and services as per the organization&#39;s financial policy and delegation of authority.</li><li>Ensures that all fees collected from clients are deposited regularly.</li><li>Assists and participate in the reviews of center service charges.</li><li>Performs other administrative duties essential for the day-to-day running of the center.</li><li>Identifies, proposes and when approved implements improved clinic management system designed for the enhancement of client load the provision of quality of care and the sustainability of the programme.</li><li>Prepares and submits work plan and budget of the center based using MSIE Financial guideline, appropriate benchmarks and targeted scope of services.</li><li>Produce periodic performance report including service costs and expenses of the center.</li><li>Avails herself/himself to regular stock taking and audit as and when required.</li><li>Undertakes any other relevant duties that may be assigned to her/him by the Area Manager, DCD/Programme Director or Country director.</li></ul>

<strong>1.&nbsp; Required Qualification: </strong><ul><li>Education: First Degree or Second Degree in Health Care Management, Business and Economics, Marketing Management, BSc in Nursing with proven business leadership and Business related discipline.</li><li>BA Degree in the above mentioned disciplines with health background is a plus</li></ul><strong>2. Experiences</strong> <ul><li>Minimum of 6 years hands on experience on managerial positions in commercial /business oriented organizations for Second Degree and 8 years for first Degree.</li><li>Experience gained within business oriented MCH and reproductive healthcare sector or related field</li><li>Proven Track record in achieving financial and non-financial targets.</li><li>A track record of&nbsp; managing and enabling successful business in commercial settings</li></ul><strong>3.
